বরিশাল, ৫ নভেম্বর (বরিশাল ডেস্ক/আমাদের বরিশাল ডটকম): প্রশস্ত রানওয়ে, টার্মিনাল ভবন, পর্যাপ্ত জনবল সবই আছে। নেই শুধু সরকারি অথবা বেসরকারি ব্যবস্থাপনায় বিমান। তাই বরিশালের আকাশপথ বন্ধ। এ বিমানবন্দরটিতে শেষ কবে বিমান নেমেছে, তা অনেকেরই মনে নেই। বিমান চালু নিয়ে লাগাতার আন্দোলন-সংগ্রাম হয়েছে অনেক। কিন্তু চারদলীয় জোট সরকারের আমলে বন্ধ হয়ে যাওয়া বিমান চালু করা সম্ভব হয়নি। বাজেটে আঞ্চলিক বৈষম্যের মতো সরকারের শেষের দিকে বিমান প্রত্যাহার করে নেওয়ায় আকাশপথ বন্ধ হয়ে যায়। এরপর পুনরায় আর বিমান চালু হয়নি। এ তো গেল সরকারি বিমানের কথা। আর বেসরকারি ব্যবস্থায় পুনরায় চালু হওয়া চারটি সংস্থার বিমানও এক এক করে বন্ধ হয়ে গেছে।
বন্ধ হওয়া বিমান কর্তৃপক্ষের দাবি, যাত্রী আর এয়ারক্রাফট সংকটের কারণে বরিশাল থেকে ঢাকা রুটটি সচল রাখা সম্ভব হয়নি। তবে আন্দোলন-সংগ্রামের সঙ্গে সম্পৃক্তরা বলছেন, বিনিয়োগের আগেই তাঁরা লাভের আশা করেন। এমনকি কোনো ধরনের প্রচারণা ছাড়াই তাঁরা রুট চালু করেন। ফলে যাত্রী সংকট দেখা দেয়। এ সংকট নিরসনের জন্য তাঁরা কার্যকর ব্যবস্থা গ্রহণ করেননি। ফলে একে একে লোকসানের অজুহতে তাঁদের ব্যবসা গুটিয়ে নিতে হয়েছে।
১৯৮৫ সালে বাবুগঞ্জের রহমতপুর এলাকায় ১৬০ একর জমির ওপর নির্মিত বিমানবন্দরে আধুনিকতার ছোঁয়া লাগে। নির্মাণ করা হয় বিমানবন্দরের টার্মিনাল ভবন থেকে শুরু করে ছয় হাজার ফুট দীর্ঘ এবং ১০০ ফুট প্রস্থ রানওয়ে ও সীমানা প্রাচীর। ধীরে ধীরে চলে বন্দরের এ উন্নয়ন কার্যক্রম। ১৯৯১ সালের বিএনপি সরকার গঠনের পরে আবার বরিশাল বিমানবন্দরের আধুনিকায়নের কাজ শুরু হয়।
অনেক প্রতিকূলতা অতিক্রম করে ১৯৯২-৯৩ অর্থবছরে প্রায় ৪০ কোটি টাকা ব্যয়ে নির্মাণ করা হয় বরিশাল বিমানবন্দর। ১৯৯৫ সালের ৩ ডিসেম্বর তৎকালীন প্রেসিডেন্ট আবদুর রহমান বিশ্বাস বরিশাল বিমানবন্দর ও জাতীয় পতাকাবাহী বিমানের ফ্লাইট উদ্বোধন করেন। বিমানবন্দরকে অচল করার লক্ষ্যেই ১৯৯৮ সালে বিমানের স্বল্প জ্বালানি ব্যয়ী এয়ারক্রাফট এটিপি বসিয়ে দিয়ে তিনগুণ জ্বালানি ব্যয়ের দুটি এফ-২৮ সংগ্রহ করে বিমান কর্তৃপক্ষ।
চারদলীয় জোট সরকার ক্ষমতা গ্রহণের আগে বিমান চালুর প্রতিশ্রুতি দিয়েছিল। ২০০১ সালে তৎকালীন প্রধানমন্ত্রীর নির্বাচনী ওয়াদা বাস্তবায়নের লক্ষ্যে পুনরায় এটিপি এয়ারক্রাফট দুটি সচল করে। কিন্তু বছরখানেকের মধ্যেই ১১ মিলিয়ন ডলারের যন্ত্রাংশসহ সে বিমান দুটি বিক্রি করে দেওয়া হয় মাত্র পাঁচ মিলিয়ন ডলারে। এর পরিবর্তে দ্বিগুণ বয়সের ভারী আরো দুটি এফ-২৮ সংগ্রহ করা হয়। ২০০৬ সালের শেষের দিকে চট্টগ্রাম ও সিলেট বাদে দেশের সব অভ্যন্তরীণ রুটেই জাতীয় পতাকাবাহী বিমানের ফ্লাইট বন্ধ করে দেওয়া হয়।
সর্বশেষ ২০০৮ সালের ২৮ সেপ্টেম্বর চালু হয় ৩৭ সিটের বেসরকারি সংস্থার ইউনাইটেড এয়ারওয়েজ। তাও একই কারণে ওই বছরের ৫ মে বন্ধ করে দেওয়া হয়। গত তিন মাস বরিশাল বিমানবন্দরের রানওয়ে কোনো বিমান স্পর্শ করেনি। বর্তমানে বিমানবন্দরে নিয়োগ দেওয়া ৫৮ কর্মকর্তা-কর্মচারী বন্দরটির নিরাপত্তাসহ বিভিন্ন কাজে সময় কাটাচ্ছেন। তাঁরাও আশায় আছেন, আবারও বাংলাদেশ বিমান থেকে শুরু করে বেসরকারি সংস্থার বিমানগুলো বিমানবন্দরের রানওয়ের মাটি স্পর্শ করবে। প্রাণ ফিরে পাবে বিমানবন্দরটি।
যাত্রী সংকট দেখিয়ে বারবার বিমানের চলাচল বন্ধ হয়ে যাওয়ার ব্যাপারে বরিশাল বিমান বন্দরের ম্যানেজার মো. হানিফ গাজী আমাদের বরিশাল ডটকমকে জানান, লঞ্চ যাত্রীদের বিমানে চলাচলের জন্য আকৃষ্ট করতে হবে। এ জন্য প্রয়োজন ব্যাপক প্রচার-প্রচারণার। তাছাড়া প্রতিদিন সকাল ও বিকেল দুই বেলা ঢাকা ও বরিশাল প্রান্ত থেকে ফ্লাইটের ব্যবস্থা করলে যাত্রীরা বিমানে চলাচল করবে। তার ভাষ্যানুযায়ী, বেসরকারী এ্যারো বেঙ্গল, পারাবত, জিএমজি ও ইউনাইটেড বিমান কর্তৃপক্ষ এয়ারক্রাফট সংকটের কারণে বরিশাল বিমান বন্দর থেকে তাদের বিমান গুটিয়ে নিয়েছে।
বন্ধ বিমান ফ্লাইট চালু নিয়ে মাঠে আন্দোলন করেছেন অনেকেই। তাদের মধ্যে অগ্রভাগে ছিলেন বরিশাল নাগরিক সমাজের সদস্য সচিব ডা. মিজানুর রহমান। তিনি বলেন, সরকারের আমলা-মন্ত্রী এমন কী সংসদ সদস্যরা পতাকাবাহী বিমানে বিনে পয়সায় যাতায়েত করতেন। তাদের জন্য সাধারন যাত্রীরা টিকিট পেতেন না। ফলে লেঅকসানের অজুহতে বিমানের ফ্লাইট বন্ধ হয়েছে। বেসরকারী বিমানের ক্ষেত্রে ঘটেছে উল্টোটা। তারা বিনিয়োগের আগেই চাইছেন লাভ। কোনো ধরনের প্রচারনা ছাড়াই সার্ভিস চালু করায় সমস্যাটি ঘটেছে।
বরিশাল চেম্বার অব কর্মাস এ্যান্ড ইন্ডাট্রিজ’র সভাপতি সাইদুর রহমান রিন্টু আমাদের বরিশাল ডটকমকে বলেন, নৌ-পথে যাত্রীদের চাপ দিন দিন বৃদ্ধি পাচ্ছে। সে অনুযায়ী নৌ-পথ সম্প্রসারিত হচ্ছে না। উল্টো খননের অভাবে একের পর এক নৌ-রুট বন্ধ হয়ে যাচ্ছে। পাশাপাশি বরিশাল-ঢাকা রুটের বেশ কয়েটি স্থানে ডুবোচর জেগে ওঠেছে। তাই স্বল্প সময়ে আরামদায়ক যাত্রা হিসেবে এখনো বরিশাল বাসির আকাশ পথের দিকে নজর রয়েছে। কিন্তু আকাশ পথ বন্ধ থাকায় সে আশা পূরন হচ্ছে না। তাই খুব তাড়াতাড়ি এই রুটে বিমান চালু প্রয়োজন।
বরিশাল সিটি কর্পোরেশনের মেয়র এ্যাডভোকেট শওকত হোসেন হিরণ আমাদের বরিশাল ডটকমকে বলেন, বরিশাল-ঢাকা বিমান চালুর দায়িত্ব সরকারের। আমি সরকারের অংশ হলেও এ ব্যাপারে কোনো মন্তব্য করতে চাই না।
বরিশাল সদর আসনের বিএনপি দলীয় সংসদ সদস্য এ্যাডভোকেট মজিবর রহমান সরোয়ার বলেন, চারদলীয় জোট সরকারের সময় রুটটি সচল ছিল। তখন অঞ্চলিক বৈষম্যের শিকার হয়ে রুটটি বন্ধ হয়ে যায়। এটি পুনরায় সচলের জন্য তখন দক্ষিণাঞ্চলের নেতারা একত্রিত হয়ে প্রতিবাদ না করায় আর চালু করা যায়নি। তবে আগামীতে চালুর ব্যাপারে তিনি ব্যাক্তিগতভাবে পদক্ষেপ নিবেন।

I have been trying so much to know about the progress of flight to Barisal. I live in London. My family lives in Hostishunda, Ujirpur, Barisal. Every time I go to Bangladesh, I need to wait so long time to get a coach or a launch to go to the village. After flying from 11 to 23 to hours who will have energy to travel again by coach or by launch that is another 9 to 15 hours journey. If I could fly, I could reach to Barisal by 45 minutes. How much time and my energy I could save!!!
I got married in November last year in Dhaka. I could not and did not want to do a long journey (From Dhaka to Barisal) on my wedding day and take my wife to Barisal on the same day. I had to hire a hotel to stay night and go to Barisal on the following day to my village. If I could get a flight, I would come to my village on the same day. That could full fill my family’s and my expectation.
My mum never traveled by air. I had a great intention of flying with her. But unlucky Firoz, no flight fly to Barisal. I have very tight schedule when I visit Bangladesh. I never could take my mum to Cox’s Bazar or Chittagong by air. I had nothing to do there. If there was flight to Barisal, I could fly with her to my village home.
There are 10,000s from Barisal living abroad. I am pretty sure, if there was a flight, there would be lots of them flown to Barisal via Dhaka directly from abroad. These passengers would not come out of Dhaka Airport, they would wait in the airport and fly to Barisal. That saves time, energy, and stresses.
Flight companies say that they have loss in this route. I would advise them, come on, bring your product in the market, give a competitive price, advertise it, people will digest it. Did you ever thought a rickshawpuller will have mobile, or beggar will have a mobile? Look at this revolution. people digest anything and everything if you know how to feed them.
It is very important to have flights from Dhaka to Barisal. Please start them urgently.

In USA UK Australia Middle East too many Barisal bashi’s are living. Whenever they visit Bangladesh they love to visit Barisal Patuakhali Bagerhat and areas around. To save time flying by aeroplane is a good option so whoever likes to visit for a short time. In my opinion once it starts – people will be benifitted in addition to local public.
Sometimes even for emergency/ business it helps.
Peoples of Barisal are very romantic & nature loving; they love river cruise. all the way journey by boat or launch is better; and any local BD airlines never been a good experience…

I agree with you on your first sentence but not on the others. Barishalis like journey by boat, river cruise and all. But at the same time they love journey by plane. I do not know why you said any local BD airlines never been a good experience. I have traveled with BD Biman, GMG and United Airways. I found them very fine. I enjoyed the journey and had a very good experience.
However, in 21st century, time is very short. When NASA (USA) is sending unmanned aircraft to Mars, you are teaching journey by boat to Barishalis. I am sorry, I cannot agree with you.
We need air flight to Barishal. It is the demand of time. So come on, let us raise our voice for it. Hope we will get your support.
